NVOCC stands for Non-Vessel Operating Common Carrier. An NVOCC is a freight carrier that issues its own House Bills of Lading (HBL) to shippers, consolidates cargo from multiple clients into FCL or LCL shipments, and books space on actual ocean vessels. Unlike a standard forwarder, an NVOCC assumes carrier liability — making it accountable for the cargo, not just as an intermediary agent.

A freight forwarder typically acts as your agent — arranging transport, but acting on your behalf. An NVOCC acts as a principal carrier. It issues its own House Bill of Lading, consolidates LCL cargo, assumes carrier liability, and has negotiated slot contracts with shipping lines.
